Component 1 was to finance a private operator to design, construct and operate the surface-water irrigation system covering 25,200 to 37,800 ha; loan signed 1 September 2008, effective July 2009; bid submission postponed to 18 April 2011 and a single bid received, an insufficient basis for the Ministry to evaluate the tender; the Bank and AFD closed the project on 30 June 2011 with no Bank disbursement and no contract signed; no law governing public-private partnerships existed; about 2,850 farmers had registered interest by March 2010.
